O'Malley may be vulnerable, but as long as the General Assembly remains under the Democrats, there wil be little a Republican Governor can do.
Perhaps the best thing that can be done. is to let O'Malley win, and when the state becomes even worse than it is now- the good citizens of Maryland will vote everybody out of office. Then- we can start over.
Meanwhile if the state would enforce the internet user fee or internet sales tax- the state could reap about $600 million dollars in revenue.

Given that the General Assembly cannot add money to the budget, the Governor holds a tremendous amount of budgetary authority, moreso than many Governors.
A Republican Governor has the ability to drastically cut spending and there would be little that the General Assembly could do about it.
